After closing a quiz (EXAM: boy that word totally freaks students out) in which I had a number of questions in which there were short-answer questions -- [When students take this Exam they will be given an editable area for their response.] -- how do I go back and evaluate those short answers that the students have typed into that response area?

Exams do have that effect on people.  :)  Perhaps we should be kind to the students and rename the tool. :)

To answer your question.  If you visit the Assessments listing page off of the Assess tab, you will see a list of all of your assessments.  To the right of the name of the Assessment is a button with a bar chart on it (View Results). If you click on the button you will get a window listing all your students' attempts.  You can then click on the individual's score and review their responses.  

While reviewing their responses you can then edit the score in the box to the right of every question.
